Section A-1 Constitution of the
International Nobel Peace Prize Recommendation Forum-INPPRF
|
|
PART : 1 GENERAL REGULATIONS
|
|
ART. 1 Name and Form
|
|
1.1 International Nobel Peace Prize Recommendation
Forum/INPPRF is the international umbrella organization of
Nobel Peace Prize Recommendation & all World Peace Movements/Sports
Organization's Forum. The INPPRF is an International Non-Governmental,
Non-Profit organization of unlimited duration
|
|
1.2 Members of the INPPRF are the National
Nobel Peace Prize Recommendation Forums (NNPPRFs). There can
be only one member for each Nation
|
|
1.3 The INPPRF has been legally incorporated
under Indian Law
|
|
ART. 2 Aims of the INPPRF
|
| 2.1 To promote and create awareness about the Nobel Peace
Prize Awards Internationally and take whatever measures are
necessary to this end. |
| 2.2 To represent the interests of its members at International
level with regard to the authorities, other World Peace Movements/International
Sports Organizations, the mass media and the public, in as far
as this is not left up to the members, the Nobel Foundation,
and All World Peace Movements/International Sports Organizations. |
| 2.3 To promote brotherhood contact between all World Peace
Movements/International Sports Organizations & National Nobel
Peace Prize Recommendation Forums, and to make common minimum
programs between all Peace Movements/Sports Organizations for
World Peace, Social Unity and Integrity etc. |
| 2.4 To monitor and ensure the keeping of the existing system-specific
rules, to develop a set of standard for common minimum programs
of world peace (in as far as the technical peculiarities of
the world peace programs allow it), and to draw up an International
World Peace Programs Calendar. |
| 2.5 To fight against terrorism in the sense of the INPPRF-Charter
and to support all measures for stopping human blood. |
| ART. 3 Headquarters and its Duration |
| 3.1 The headquarters of the INPPRF is in Lucknow, India. |
| 3.2 The duration of the INPPRF is unlimited. |
| ART. 4 Principles |
| 4.1 The INPPRF stands for freedom in Recommendation forum
for Nobel Peace Awards etc. and all World Peace Movements/Sports
Organizations, its voluntary nature, and the community of World
Society, All world Peace Movements/Sports Organization's Members
cannot be forced, either by common minimum programs or in any
other way, to run a different systems of World Peace Programs
to their chosen one. |
| 4.2 The INPPRF makes no distinction of race or
religion and is politically neutral. |
| 4.3 The INPPRF has purely Non-Profit-making aims. |
| 4.4 The bodies and functionaries of the INPPRF work on a honorary
basis. Travel costs and expenses are paid strictly according
to the expenses regulations. |
| PART : 2 MEMBERSHIP |
| ART. 5 Membership |
| 5.1 The First Founder Member : |
| 5.1.1 The Executive Committee has approved First Founder Member
to Mr. Mohd. Seraj Ansari. Who has taken first initiative to
create the INPPRF. His decision will be the final, not to challengeable
in the Executive Committee & Delegates' Conference & Extraordinary
Delegates' Conference. |
| 5.1.2 The First Founder Member will be invitee for all meeting
of the INPPRF. The first founder member will be highly respected
member for all of the INPPRF's family. |
| 5.1.3 If, any matter will not be decided in the Executive
Committee so, matter will be sent to first founder member for
his opinion, his opinion will be binding for all. |
| 5.1.4 The First Founder Member will also be having full authority
to nominate his successor, and successor will be treated as
first founder member in the INPPRF. |
| 5.2 The Chief Patron/Patrons: |
| 5.2.1 The Chief Patron/Patrons shall be appointed with the
consent of the First Founder Member and Executive Committee. |
| 5.2.2 The First Founder Member will also be having full authority
to appoint any Chief Patron/Patrons in the larger interest of
the INPPRF. |
| 5.3 There are three kinds of member : |
| 5.3.1 Active members |
| 5.3.2 Observers |
| 5.3.3 Honorary members |
| ART. 6 Basic conditions for Active Members : |
| Only National Nobel Peace Prize Recommendation Forum (NNPPRFs)
can become Active Members of the INPPRF. |
| ART. 7 Admission regulations for Active Members |
| 7.1 There must be a written application to the Executive Committee,
containing a legally binding admission. |
| 7.2 By joining the INPPRF a National Nobel Peace Prize Recommendation
Forum accept the constitution. |
| ART. 8 Right of appeal of Active Members |
| An appeal against refusal of admission or an imposed sanction
can be submitted to the Legal Committee within 60 (Sixty) days
of the announcement. |
| ART. 9 Termination of Active Membership |
| 9.1 The membership of an Active Member expires with resignation,
exclusion or disbanding of the National Nobel Peace Prize Recommendation
Forum. |
| 9.2 The resignation of an active member must be passed by
its highest executive body. The protocol must be sent in a registered
letter to the President/Secretary-General within 3 (Three) months,
informing him of the decision. The membership fees must be paid
until the end of the current financial year. |
| 9.3 If an Active Member violated the interests of the Forum,
damages its reputation, either internally or externally, or
disregards or violates the constitution, sanctions can be taken
against the Active Member concerned by the INPPRF Executive
Committee. The Delegates' Conference taken the final decision
on an exclusion. |
| 9.4 The any Active Member is deemed to have resigned and thus
forfeits his membership without any further declaration on his
part if he changes his nationally or transfers his domicile
or main centre of interest to another country. The same shall
apply, subject to force majeure, if he fails to attend Delegates'
Conferences or to take in active part in the INPPRF work for
two years. In such cases, the loss of membership will be ascertained
by decision of the INPPRF. |
| ART. 10 Observer |
| 10.1 The following can be admitted as observers : |
| 10.1.1 National Nobel Peace Prize Recommendation Forum (NNPPRF)
whose internal organization does not yet allow an Active Membership
or which are unable to fulfill all their obligations as Active
Members. |
| 10.1.2 National Nobel Peace Prize Recommendation Forum (NNPPRF)
which have not banded together into a National Forum, as long
as there is no National Nobel Peace Prize Recommendation Forum
(NNPPRF) in this country, which is a member of the INPPRF. |
| 10.1.3 National Forum in countries where no National Nobel
Peace Prize Recommendation Forum (NNPPRF) exists. |
| 10.1.4 The INPPRF chooses and appoints/elects its members
from among such persons as it considers qualified. They must
be nationals of the country in which they have their domicile
or their main centre of interest, and in which there is a National
Nobel Peace Prize Recommendation Forum (NNPPRF) recognized by
the INPPRF. |
| 10.1.5 There cannot be more than one member appointed/elected
per country. |
| 10.1.6 The members of the INPPRF are representatives in their
respective countries, and not Delegates of their countries within
the INPPRF. |
| 10.1.7 The members of the INPPRF may not accept from Governments,
or other legal entities, any mandate liable to bind them or
interfere with the freedom of their action and vote. |
| 10.1.8 The INPPRF members are not personally liable for the
debts and obligations of the INPPRF. |
| 10.2 Observers have no voting rights. They pay no fees. Otherwise
they are treated as equal as Active Members. |
| 10.3 The Secretary-General decides on the admission of Observers. |
| ART 11 Honorary Members |
| 11.1 On the suggestion of the Executive Committee, the First
Founder Member/Delegates' Conference can appoints/elects Honorary
Members, for service to National Forum and World Peace Programs
Internationally. |
| 11.2 Honorary Members have no voting rights. They pay no fees.
Otherwise they are treated as equal as Active Members. |
| PART : 3 ORGANISATIONS |
| Section-B THE DELEGATES' CONFERENCE |
| ART. 12 Power and duties |
| 12.1 The Delegates' Conference is the highest decision-making
authority in the INPPRF. It determines on all questions and
issues of a fundamental nature in International Nobel Peace
Prize Recommendation Forum & all World Peace Movements/Sports
Organizations, where this right is not reserved for the members.
The Delegates' Conference lays down the guidelines for the running
of the Forum. |
| 12.2 The Delegates' Conference is authorized amongst other
things to carry out the following : |
| 12.2.1 Election of the Executive Committee Members. |
| 12.2.2 Election of Members of the Technical Commission, Legal
Committee and each Auditors. |
| 12.2.3 Approval of the annual accounts and the budget estimates. |
| 12.2.4 Relieving Executive Committee members of duties. |
| 12.2.5 Setting of membership Fees for all World Peace Movements/Sports
Organizations etc. |
| 12.2.6 Decisions on the appointment or dissolving of Special
Committees |
| 12.2.7 Decisions on motions put forward by the Executive
Committee, the Technical Commission or other Committees or their
members, where applicable. |
| 12.2.8 Changes in rules & regulation (Except Part-1 ART. 3
Clause 3.1 & 3.2, Part-2 ART.5 Clause 5.1-Sub-Clause 5.1.1-3,
Clause-5.2, Sub-Clause-5.2.1-2. |
| 12.2.9 Exclusion of members |
| 12.2.10 Dissolution of the Forum etc.. |
| ART. 13 Structure and Voting Rights |
| 13.1 Delegates' Conference consists of : |
| 13.1.1 The members of the Executive Committee (with voting
rights). |
| 13.1.2 The Delegates of the Active Members (with Voting rights).
|
| 13.1.3 One representative from each group of Observers (without
voting rights). |
| 13.1.4 Honorary Members (without voting rights). |
| 13.2 General voting rights |
| 13.2.1 Each Executive Committee member has one personal vote,
which is not transferable. |
| 13.2.2 Each Active Member has one vote. The Active Member's
right to vote is not transferable. |
| 13.2.3 A Delegates can make use of both votes of the National
Forum. |
| 13.3 Voting rights at elections |
| 13.3.1 At a Delegates' Conference, which has elections on
the agenda, the pre-election Active Members and Current Executive
Committee members are eligible to vote. |
| 13.3.2 Only the Active Members are eligible to vote at new
elections. |
| 13.3.3 After new elections Active Members and the newly elected
members of the Executive Committee are eligible to vote. |
| 13.3.4 The First Founder Member or his appointed successors
will be the final authority to approval the elected member of
the Executive Committee. |
| 13.4 Proof of voting rights |
| 13.4.1 The right to vote must be confirmed in writing by
the National Forum concerned. |
| ART. 14 Quorum and passing of resolutions |
| 14.1 A Delegates' Conference, which has been convened in
accordance with the rules, always has a quorum. |
| 14.2 Elections held and resolutions passed by the Delegates'
Conference are effected by simple majority, with the exception
of such instance as are listed in the rules. |
| 14.3. A tied vote will result in rejection |
| 14.4 Protocol |
| 14.4.1 Minute must be taken of the resolutions passed at
the Delegates' Conference, and signed by the Executive Committee
member responsible for the minutes and by the person taking
the minutes. The minutes must be distributed to all members
later than 60 (Sixty) days after the Concurrence. |
| 14.4.2 The minutes are regarded as approved, if within 60
(sixty) days after distribution no written objections have been
raised. Objections raised will be discussed at the next meeting.
Until them the minutes are considered approved only in the points
where no objections were raised. |
| 14.5 In the event of questions and matters arising, which
have to be cleared up without delay, a written vote per post
is possible. The carries the same force as a resolution passed
by the Delegates' Conference. This type of voting can also be
used in the other bodies of the INPPRF. (Votes not received
on time will be interpreted as endorsement). |
| ART. 15 Ordinary and Extraordinary Delegates' Conferences
|
| 15.1 Ordinary Delegates' Conferences are held in every 2
(two) years. |
| 15.2 The Executive Committee or at least one fifth of the
active members can arrange or call for an Extraordinary Delegates'
Conference to be convened, as long as there are appropriate
and urgent reasons for this. |
| ART. 16 The act of convening |
| 16.1 In order for an Ordinary Delegates' Conference to be
convened, all members must be informed in writing and the agenda
made known at least 90 (ninety) days before the date of the
Conference. The Conference is concerned by the Executive Committee
members responsible for this. The exact venue and time of the
Conference can be announced at a later date. |
| 16.2 An Extraordinary Delegates' Conference can be convened
at as little as 30 (thirty) days notice. |
| ART. 17 Motions |
| 17.1 Motions can be proposed for the Delegates' Conference
by the following: |
| 17.1.1 The Active Members |
| 17.1.2 The Executive Committee |
| 17.1.3 The Technical Commission |
| 17.1.4 The Legal Committees |
| 17.1.5 The Special Committees |
| 17.1.6 The Honorary Members |
| 17.1.7 The Cash Auditors |
| 17.2 Motions must be submitted with an explanation to the
Secretary-General not later than 60 (sixty) days before the
Delegates' Conference is to be held. A Compilation of the motions
is distributed by the Secretary-General to all members at least
30 (thirty) days before the Conference. Motions submitted after
the deadlines are subject to priority and will only be placed
on the agenda if there is a 2/3 (two-thirds) majority of those
present in favour. These deadline do not apply to motions proposed
by the Executive Committee and the Technical Commission. |
| 17.3 In the event of an Extraordinary Delegates' Conference
being convened, the deadline for putting forward motions is
reduced to 14 (fourteen) days before the Conference. |
| Section-C THE EXECUTIVE COMMITTEE |
| ART. 18 Structure |
| 18.1 The Executive Committee consists of : |
| 18.1.1 The President |
| 18.1.2 The Vice-President |
| 18.1.3 The Secretary-General |
| 18.1.4 The Director General |
| 18.1.5 The Director (Physics) |
| 18.1.6 The Director (Chemistry) |
| 18.1.7 The Director (Medicine) |
| 18.1.8 The Director (Literature) |
| 18.1.9 The Director (Peace) |
| 18.1.10 The Director (Economics) |
| 18.1.11The Director (Sports) |
| 18.1.12 Treasurer |
| 18.1.13 One assessor of each Continent, where Active Members
of the INPPRF come from and if there are no seats in the Executive
Committee, according to 18.1.1-18.1.11, for this Continent.

| ART. 19 Election and length of office |
| The Executive Committee members are appointed/elected by
the First Founder Member/Delegates' Conference for a limited
term of office (i.e. the period of time between two Ordinary
Delegates' Conference) and can be repeatedly re-elected. |
| ART. 20 Quorum and the convening of the Executive Committee
|
| 20.1 The Executive Committee seats as required or at the
request of 4 (four) of its members. |
| 20.2 The Executive Committee has a quorum when at least 4
(four) members are present. |
| 20.3 The shortest period of time in which a meeting can be
convened is 30 (thirty) days. |
| ART. 21 Areas of responsibility and duties
|
| 21.1 The following areas of responsibility and duties, among
others, are allocated to the Executive Committee : |
| 21.1.1 The administration of the Forum. |
| 21.1.2 The conclusion of the budget and financial matters.
|
| 21.1.3 The drawing-up of periodic reports and accounts. |
| 21.1.4 Preparation for the Delegates' Conference and drawing-up
of the agenda. |
| 21.1.5 The implementation of all the resolutions passed at
the Delegates' Conference. |
| 21.1.6 Protection of the Forum's interests internally and
externally. |
| 21.1.7 Admission of Observers & Honorary Members. |
| 21.1.8 Drawing-up of the budget. |
| 21.1.9 Preparing changes in the constitutions. |
| 21.1.10 Supervision of the activities of the Committees and
Technical Commission, but not the Legal Committee. |
| 21.1.11 Supervision of the INPPRF's Common Minimum Programs
of all World Peace Movements/Sports Organization's events. |
| 21.1.12 Designation of organizers/venues for the Conference,
Events Etc. |
| 21.1.13 To impose temporal limited and unlimited bans if there
are violations against the adoption of constitution of INPPRF
by any Forums. |
| 21.2 The Executive Committee draws up a programme of functions
and duties for its members. |
| ART. 22 Legal validity |
| The Executive Committee itself determines whose signatures
are legally binding and it establishes of their responsibilities
and type of signature. |
| Section-D THE TECHNICAL AWARD COMMISSION |
| ART. 23 Structure |
| The Technical Award Commission consists of : |
| 23.1 The Director General (Chairman) |
| 23.2 One each members from Sub-Committees. |
| 23.3 And 4 (four) further members to be appointed/elected
by the Secretary General/Delegates' Conference. They must not
be members of the Executive Committee. |
| 23.4 These 4 (four) members of the Technical Award Commission
are elected from the Ordinary Delegates' Conference for one
term of office (i.e. the term between two Ordinary Delegates'
Conference). They can be re-elected repeatedly. |
| ART. 24 Areas of responsibility and duties |
| 24.1 The Technical Award Commission is an advisory body of
the Executive Committee. The Technical Award Commission can
pass resolutions for inviting entries for Nobel Peace Prizes,
and Noble Sports Prize, which are organized by the INPPRF. |
| 24.2 The following are some of the areas of responsibility
and duties the Technical Award Commission is offered with. |
| 24.2.1 An advisory role in general questions of the International
Nobel Peace Prize Recommendation Forum. |
| 24.2.2 Technical supervision of the Nobel Peace Prize Award
Recommendation Forum & Committees Etc. set by the INPPRF. |
| 24.2.3 The passing of resolutions on drafts of general rules
and regulations in International Nobel Peace Prize Recommendation
Forum for introduction and passing to the Delegates' Conference
and or the Executive Committee. |
| ART. 25 The act of Convening quorum and motions |
| 25.1 The Technical Award Commission sits before the Ordinary
Delegates' Conference. Over and above that the Technical Award
Commission convenes only when especially important matters arise
which cannot be postponed. |
| 25.2 The Technical Award Commission is convened by the Director
General in accordance with Article 16. |
| 25.3 The Technical Award Commission has a quorum, if at least
4 (four) members are present. Each member has a personal vote,
which is not transferable. |
| 25.4 Motions can be put forward to the Technical Award Commission
by : |
| 25.4.1 The Active Members |
| 25.4.2 The Executive Committee |
| 25.4.3 The Forum/Committees |
| 25.4.4 The Members of the Technical Award Commission |
| 25.4.5 The Observers |
| 25.5 Minutes must be taken down on all resolutions passed
by the Technical Award Commission and distributed to all TAC
members, the Executive Committee, the Active Members and the
Observers not later than 60 (Sixty) days after the minutes are
distributed. In that case the matter must be treated on the
following meeting of the TAC. 14.4.2. also applies here. |
| Section-E THE LEGAL COMMITTEE. |
| ART. 26 Structure, length of office and elections
|
| 26.1 The Legal Committee consists of a Chairman, two Committee
Members and two substitute members who must not be either members
of another body or belong to the same Active Members. |
| 26.2 The members of the Legal Committee are elected by the
Delegates' Conference for a term of office (which amounts to
the period of time between (two) Ordinary Delegates' Conference),
and they can be repeatedly re-elected. |
| ART. 27 Areas of competency |
| The Legal Committee arbitrates in, and resolves all disputes
between : |
| 27.1 The Active Members |
| 27.2 An Active Members and the INPPRF |
| 27.3 Bodies of the INPPRF |
| Section-F THE AUDITORS |
| ART. 28 Structure, length of office and elections |
| 28.1 The Delegates' Conference designates 2 (two) Active
Members to be in charge of auditing for a term of office (i.e.
the period of time between 2 (two) Ordinary Delegates' Conference).

| 28.2 If possible, both designated members announce immediately
the representative who is instructed to carry out the actual
auditing. |
| ART. 29 Duties |
| 29.1 The auditors must check the accounts and the expenditure
of the INPPRF, and make a yearly report on the financial situation
to be presented to the Delegates' Conference by way of the Executive
Committee. |
| 29.2 They can carry out an audit at any time, providing they
inform in writing to treasurer of the INPPRF at least 14 days
in advance. |
| 29.3 A written audit is possible at any time, and must however
be carried out at the end of the calendar year. |
| Section-G FINANCE |
| ART. 30 Revenue |
| The INPPRF gets the funds necessary for the fulfillment of
its duties by the following means among others: |
| 30.1 Membership fees |
| 30.2 Taking from events |
| 30.3 From third part |
| 30.4 Donations and other fees |
| 30.5 Campaigns for funds |
| ART. 31 Membership and other fees |
| 31.1 The setting of membership fees and the All World Peace
Movements/Sports Organizations & other fees is passed by resolution
at the Delegates' Conference. Active Members are liable to payment
of both member-ship and other fees. |
| 31.2 The INPPRF has the right to make agreements with any
companies about programmes of all the INPPRF Programs. The INPPRF
Executive Committee leads the necessary Conferences. |
| ART. 32 Liability |
| The Committee is liable to fulfill its financial commitments
from its assets. A member is also liable, if by intent or through
gross negligence, that member is responsible for weakening the
financial situation of the INPPRF. |
| PART : 4 FINAL CLAUSES |
| ART. 33 Changes in rules |
| Changes in the rules can only be passed by resolutions of
the Delegates Conference. A two thirds majority of those entitled
to vote is necessary. The same is true for changes in Article
1 to 4. Amendment will not be allowed in few Articles as mentioned
in Section-B, ART-12, Sub-Clause-12.2.8 by the Delegates' Conference
or Extraordinary Delegates' Conference. |
| ART. 34 Disbanding of the Forum/Committees |
| 34.1 The INPPRF can be disbanded : |
| 34.1.1 By amalgamation with other Forum & World Peace Committees/Sports
Organizations. |
| 34.2 The disbanding of the Forum/World Peace Committees/ Sports
Organizations can only be passed by resolution in a specially
convened Extraordinary Delegates' Conference. A three-quarters
majority of those Delegates entitled to vote is necessary. |
| 34.3 The disbanding of the Forum/World Peace Committees/Sports
Organizations should be carried out, in as far the Delegates'
Conference has not appointed other, by the Executive Committee.

| 34.4 In the case of amalgamation, any remaining assets will
be brought into the amalgamated forum/world peace committees/sports
organizations. In the case of big conflict, it will be made
over to the International Nobel Peace Prize Recommendation Forum
(INPPRF) for non-profit-making purposes. |
| ART. 35 Rules and Regulations |
| 35.1 The Delegates' Conference, with a majority of the votes
of those present, is responsible for the making changing and
repealing of rules. |
| 35.2 The Executive Committee alone is responsible for making,
changing and repleading of regulations, and it can also give
directions and make recommendations. |
| ART. 36 Official Languages |
| 36.1 The official languages of the INPPRF are English and
French. |
| 36.2 In the case of differences between the different versions,
the English text is definitive. 36.3 For practical reasons and
to save time, primarily English (where possible in conference
and meetings.) |
| PART: 5 NATIONAL NOBEL PEACE PRIZE RECOMMENDATION FORUM
(NNPPRFs) |
| ART : 38 Aims and Rules of the NNPPRFs. |
| 38.1 The mission of the NNPPRFs is to develop, defend, promote
and create awareness about the Nobel Peace Prize Awards and
work as super governing body of all national peace movements/sports
organizations in their respective countries; in accordance with
INPPRF's Constitution. |
| 38.2 The NNPPRFs : |
| 38.2.1 Popularize the fundamental principles of the Nobel
Peace Prize Awards at the National level, within the framework
of INPPRF activity and otherwise contribute, among other things,
to the diffusion of the World Society for World Peace. |
| 38.2.2 Ensure the observance of the INPPRF Constitution in
their respective countries; |
| 38.2.3 Encourage the development of high performance World
Peace as well World Peace for all; |
| 38.2.4 Help in the training and seminar of all world peace
movements/sports organizations by organizing conference and
meeting and coordination between all world peace movements/sports
organizations; |
| 38.2.5 Commit themselves of taking action against any form
of discrimination and coercion in World Peace; |
| 38.3 The NNPPRFs have the exclusive right to represent their
respective countries at the INPPRF. |
| 38.4 The NNPPRFs must maintain their autonomy and resist
all pressures political, religious or economic that may prevent
them from complying with INPPRF's Constitution |
| 38.5 The NNPPRFs have the right to : |
| 38.5.1 Formulate proposals addressed to the INPRRF concerning
the organization and development of the Forum; |
| 38.5.2 send nominations proposals addressed to
the INPRRF concerning the final recommendation by the INPPRF
for Nobel Peace Prize Awards and Noble Sports Award-(International)
& National Nobel Awards (for example: 'India Nobel Award', Categories
are Sports, Physics, Chemistry, Medicine, Literature, Peace
and Economics. there will be seven categories; the State
Nobel Peace Prize Recommendation Forum-SNPPRF will send their
State/Province Awards to the NNPPRF and the NNPPRF will final
authority of recommendation for state/province awards, the NNPPRF
has to send an official list of state/province awardees to the
INPPRF for information and record, the National Awards will
be awarded under the physical presence of the INPPRF's official
or designated representative; |
| 38.5.3 Express their opinion concerning the candidates wishing
to nominate the fields mentioned for awards and the World Conference
and Meeting/Seminar ; |
| 38.5.4 Collaborate in the preparation of the Council; |
| 38.5.5 Participate, at the request of the INPPRF, in the
activities of the INPPRF's commissions. |
| 38.5.6 In order to fulfill their mission, the NNPPRFs must
cooperate with governmental and non-governmental bodies. |
| ART. 39 Structure |
| 39.1 Whatever their composition, NNPPRFs must include : |
| 39.1.1 The member of the INPPRF in their country, if any.
These members are also full and equal members of the Executive
Committee of the NNPPRF and have the right to vote in both the
General Council and the Executive Committee; |
| 39.1.2 All National Peace Movements/Sports Organizations
affiliated with International Peace Movements/International
Sports Organizations governing bodies, include is the programme
of the World Peace, Social Unity, and Integrity, or the representatives
designated by them. A NNPPRF shall not recognize more than one
National Peace Movement/Sports Organization for each Peace Movement/Organization
governed by such International Peace Movements/ International
Sports Organizations. |
| 39.2 When dealing with questions relating to the World Peace
Conference/Meeting/Seminars etc., only the votes cast by the
Executive Committee of the NNPPRF. |
| 39.3 The General Council of the NNPPRF shall be held at least
once in a year. |
| 39.4 The members of the Executive Committee of the NNPPRF
shall be re-elected at least every four years at a General Council
meeting. The Agenda of which includes such re-election. |
| 39.5 The member of the NNPPRFs with the exception of those
doing administrative work in forum, shall accept no salary or
bonus of any kind for the performances of their functions. They
may, however, be reimbursed for their traveling, accommodation
and other justified expenses related to the carrying out of
their functions. |
| 39.6 The NNPPRFs perform the following tasks : |
| 39.6.1 Form, organize and lead their respective delegations
at the World Conference, Meeting/Seminars and at the Regional,
Continental and World Levels patronized by the INPPRF. They
determine the entry of delegates and Members proposed by their
respective NNPPRF. |
| 39.7.1 Include in their activities the promotion of world
peace through Nobel Peace Prize and All Peace Movements/Sports
Organization; |
| 39.7.2 Seek sources of financing which will enable them to
maintain their autonomy in all respects. |
| ART. 40 National Peace Movements/Sports Organizations
|
| To be recognized by and be accepted as a member of the NNPPRF,
a National Peace Movement/Sports Organization must exercise
a specific and real Peace promoting activity, be affiliated
to an International Peace Movements/International Sports Organizations
recognized by the INPPRF, and conduct its activities in compliance
with both the INPPRF Constitution and the rules of its International
Peace Movements/International Sports Organizations. |
| ART. 41 Country and Name of a NNPPRF |
| The name of a NNPPRF must reflect the territorial boundaries
and traditions of that country, and must be approved by the
INPPRF. (For example: "India Nobel Peace Prize Recommendation
Forum") |
| ART. 42 Flag, Emblem and Anthem |
| The flag, emblem and anthem adopted by a NNPPRF, for use
in relation to its activities, including the Conferences/Meeting/Seminars
etc., must be approved by the INPPRF Executive Committee. |
| ART.42-A INTERNATIONAL PEACE MOVEMENTS/INTERNATIONAL SPORTS
ORGANIZATION'S (Membership) |
| 42-A.1 Full membership of the INPPRF is open to International
Peace Movements/International Sports Organizations. |
| 42-A.2 International Peace Movements/International Sports
Organizations who are eligible for membership can apply to the
INPPRF by sending the required simple application form and documents.
The provisional membership will be granted by the authority
and the final membership's application will appear on the agenda
for the next meeting for vote. |
| 42-A.3 A Member Peace Movement/Sports Organizations may resign
from membership but it must fulfil its obligation until the
end of the calendar year. |
| 42-A.4 Membership of the INPPRF may be terminated with immediate
effects by a decision of the Executive Committee of the INPPRF
on the conditions that : |
| 42-A.4.1 The proposal to do so has been notified to the Member
Peace Movement/Sports Organizations concerned at least four
(4) Months in advance; |
| 42-A.4.2 The proposal has been included in the Agenda of
the Executive Committee, and 42-A.4.3 It is carried by at least
three-quarter (3/4) of the votes cast in that meeting. |
| 42-A.5 If such decision is taken, the Peace Movement/Sports
Organizations concerned has to fulfill the obligations accused
until the day of the decision. Moreover, it will forfeit any
membership fees paid for the current year. |
| 42-A.6 The right to participate in any Conferences/Meeting/Seminar/Events
of the INPPRF is restricted to World Peace and Common Minimum
Programs of World Peace controlled by Member Peace Movements/Sports
Organizations. Membership of the INPPRF does not automatically
imply participation in any events of the INPPRF. The criteria
World Peace and Common Minimum Programs of World Peace must
meet to be eligible for participation are explained in the Rules
of the INPPRF. |
| 42-A.7 The Executive Committee shall decide on admitting
eligible World Peace and Common Minimum Programs of World Peace,
and Conferences/Meetings/Seminars/Events, taking into consideration
such aspects as finance, available Programs facilities, and
other aspects deemed relevant. |
| Section-H. LAW OF THE INPPRF |
| PART : 6 GENERAL |
| ART. 43 Exceptional rulings |
| 43.1 Legal procedure as regards violations and disputes within
the INPPRF cannot be brought before a court of Law, except when
the legal body itself disclaims competence and refers the parties
to the law courts. |
| 43.2 Violations and disputes within the National sphere are
exclusively under the jurisdiction of the National legal body.
However, when there is violation of binding the INPPRF regulations
the case can always be passed on to the Legal Committee of the
INPPRF. |
| 43.3 A National sphere in the sense of 43.2 is defined by
the following : |
| 43.3.1 When he in a dispute or disciplinary case are from
the same National Forums & Committees. |
| 43.3.2 When the incident which occasioned the case did not
take place at the International Conferences/Meetings/Seminars/Event
etc. |
| 43.4 Violations and case of dispute in the International
sphere can only be put before the legal bodies of the INPPRF.
|
| ART. 44 Legal basis |
| 44.1 The constitution, rules and resolutions of the INPPRF
serve as legal basis for the legal body. |
| 44.2 If no rules or regulations can be applied from the above
legal basis and a case can be resolved neither according to
the letter nor spirit of the law, then similar previous cases
and the reasoning behind other related laws must be taken into
consideration. If the case is still in doubt, it must be resolved
with regard to the carefully collected and considered details
of the case, and according to natural principles of law. |
| 44.3 The personal opinions of members of the legal body may
not be taken into consideration. |
| PART : 7 ORGANIZATION |
| ART. 45 Name and Structure |
| 45.1 The legal body of the INPPRF is the International Legal
Committee. |
| 45.2 It consists of : |
| 45.2.1 The Chairman |
| 45.2.2 Two Committee Members, one of whom is appointed Vice-Chairman.
|
| 45.2.3 Two replacement members |
| ART. 46 Election |
| The members of the Legal Committee are elected by the Delegates'
Conference for a period of office lasting for the time between
2 (two) Ordinary Delegates' Conferences and they can be re-elected
without restriction. |
| ART. 47 Incompatibility of offices |
| 47.1 The members of the Legal Committee can belong neither
to another the INPPRF body or to the same National Forum. |
| 47.2 The members of the Legal Committee cannot also be members
of National Legal bodies. |
| ART. 48 Ordinary and Extraordinary Structure |
| 48.1 The decision of the Legal are made by the Chairman and
the two Committee Members on a majority vote. |
| 48.2 In the case affects the interest of one the three Ordinary
Committee Members or their National Forum, an alternate members
replaces the person concerned. |
| 48.3 If the Chairman has to be replaced, one of the Committee
Members, preferably the Vice-Chairman, Chairs the meeting in
his place. |
| 48.4 Should there be no quorum, the Executive Committee of
the INPPRF must immediately appoint ad hoc members for the specific
case to make up the Committee of there. These ad hoc members
cannot be excluded from participation by the above stipulations.

| PART : 8 AREAS OF COMPETENCY |
| Section-I. THE LEGAL COMMITTEE AS FIRST AND ONLY AUTHORITY
|
| ART. 49 Cases |
| 49.1 The Legal Committee is the first and only authority
competent in legal disputes between : |
| 49.1.1 The INPPRF and the National Forum. |
| 49.1.2 Two or more National Forum. |
| 49.1.3 Bodies of the INPPRF. |
| 49.2 In the case in Articles 49.1, the Legal Committee can
be no longer be appealed to if a year has elapsed since the
end of the dispute or the establishment of the illegal state
of affairs, and the following Delegates' Conference has already
taken place. |
| ART. 50 Procedure |
| The regulations in Articles 61 to 71 and 72 to 77 are applicable. |
| ART. 51 Verdicts |
| The Legal Committee passes judgment, which is final, even
when the action or (where applicable) the cross-action is wholly
or partly approved of, or dismissed. |
| ART. 82 Passing on and allocation of costs. |
| 82.1 The costs of the proceedings, which are advanced by
the petitioner, are born as a rule by the losing party. |
| 82.2 The costs are divided according to the result of the
proceedings. |
| 82.3 A Committee is liable to pay the costs of a member taking
part in proceedings either in a legal or an expert capacity.
|
| ART. 52 Document of enforcement |
| A verdict or decision of the Legal Committee of the INPPRF
about fees, the allocation of costs etc. serves as a discount
of enforcement in the conduct of legal proceedings. |
| ART. 53 Compensation |
| 53.1 Members of the Legal Committee and third person who
are summoned to it can claim compensation according to the expenses
rules of the INPPRF. |
| 53.2 No compensation is awarded to the parties, except when
in the estimation of the Legal Committee the proceedings constitute
an obvious misuse of the law. |
| PART : 11 FINAL CLAUSES |
| ART. 54 Application of further regulations |
| In as far the constitution and rules contain further regulations,
these should be applied correspondingly. |
| ART. 55 Non-compliance with a verdict or decision |
| 55.1 Should a member of the INPPRF not observe a verdict
or decision of the Legal Committee and refuse to comply, then
this members' right as a member are suspended until compliance.
|
| 55.2 In the case of a Subordinate Committee, or member, the
responsible National Forum must suspend the non-complying member
from all administrative and sporting activity until compliance.
In addition is must take relevant further measures according
to National regulations. |
| ART. 56 Publication and archive |
| The Executive Committee of the INPPRF must make sure that
the verdicts, findings and decisions of the Legal Committee
and sent to all National Forum and that an archive is kept.
|
| Section-O FINANCES OF THE INPPRF |
| ART. 57 Treasury administration |
| For the implementation of the aims laid down in the INPPRF
constitution there is a Treasury, under the control of the Treasurer,
the business of the Treasury is carried out by his under the
supervision of the Executive Committee, Payment except for smaller
sums, should be non-cash. |
| ART. 58 Extent of the Treasurers' authority |
| 58.1 Within the framework of the budget the Treasurer can
decide along on all sums. |
| 58.2 The Treasurer can decide with the Consultation of Secretary-General
on the bank accounts. In case of his disability or in special
situations when authorized to do by the Executive Committee,
the President can decide on the bank accounts. |
| ART. 59 Keeping of accounts |
| There must be a receipt for all incomes and expenditures,
and all incomes and expenditures of the Forum must be recorded
in single-entry book-keeping. At the end of every financial
year, an annual closing of account must be drawn up and presented
to the Delegates' Conference for approval, and in those years
without a Delegates' Conference to the Executive Committee.

| ART. 60 Budget |
| 60.1 The incomes and expenditures to be expected in a financial
year must be summarized in a budget, which is to be approved
for the next financial year by the Delegates' Conference and
in those years without a Delegates' Conference by the Executive
Committee. The Delegates' Conference determines a financial
framework around which the Executive Committee must orientate
itself in its budgeting decisions in the years without a Delegates'
Conference. |
| 60.2 The exceeding of these budget guidelines must be approved
by the Executive Committee and be summarized in a supplementary
budget, which must be determined by the Delegates' Conference,
or in the years without a Delegates' Conference by the Executive
Committee. The exceeding of the budget should only be proposed
in Extraordinary circumstances and requires a detailed explanation.

| 60.3 The Treasurer must draw up the budget in good time so
that it can be presented to the Active Members, Observers and
members of the Executive Committee 4 (four) weeks before the
passing of the resolution. |
| ART. 61 Administration costs |
| The general administrative tasks of the Forum are carried
out at the office and by the members of the Executive Committee.
|
| ART. 62 Travel Costs |
| 62.1 The INPPRF can only pay travel costs to a limited extent
because of its relatively small income. Travel costs can therefore
only be paid with the authorization of the Secretary-General,
the Executive Committee, or the Delegates' Conference. |
| 62.2 Under the above condition the INPPRF bears the travel
costs according to the rules for expenses for : |
| 62.2.1 Participation upon invitation at meetings of the Executive
Committee. |
| 62.2.2 Participation of members of the Executive Committee
at meeting of other the INPPRF bodies, providing they are not
at the same time representing a National Forum. |
| 62.2.3 Participation in meeting of the Technical Commission
& other Sub-Committees that do not take place at World Peace
Conference/Meetings/Seminars/Events and other Events, providing
the permission of the President/ Secretary-General is obtained
to hold the meeting first. |
| 62.2.4 The INPPRF will bear all expenses of the First Founder
Member and its Successors for any type of meeting of the INPPRF.
|
| ART. 63 Date for submission of accounts |
| Accounts of administrative and travel costs must be submitted
as earliest time of the current years at the latest, when they
should be acknowledged and paid. |
| ART. 64 Treasury Auditors |
| 64.1 The auditors must do a detailed audit. The result of
the audit must be put down in a formal report and presented
to the Delegates' Conference or the Executive Committee. |
| 64.2 The auditors can inspect the treasury documents at any
time. The election of the auditors and their length of the office
are dealt with the regulations in Article 72 of the constitution.

| ART. 65 Financial year |
| The Financial year of the INPPRF, is the calendar year. |
| Section-P INPPRF RULES FOR EXPENSES |
| ART. 66 General |
| 67.1 The rules for expenses contain the regulations
about the payment of traveling costs. (including day and overnight
allowances, petrol money and additional expenses involved in
travel according to Articles 94 of the rules for finance. |
| 67.2 The regulations on expenses are valid for all those
working for the INPPRF who can claim traveling expenses. |
| 67.3 Claims for traveling costs, petrol money and additional
expenses for a trip, according to Articles 94 of the rules for
finance, can only be made to one responsible authority. Double
claims are not allowed. |
| 67.4 Claims for expenses should be made on the correct form.
The time of the beginning and end of a trip should be clearly
stated. |
| ART. 68 Money for Transport |
| 68.1 Petrol for traveling by car is 0.50 $US per km. traveling
by car and claims for petrol money must be permitted by the
President/Secretary General. |
| 68.2 Train travel must be First Class-A.C., the
ticket serving as proof. Explanation. |
| 68.3 Those traveling by car should go together if it all
possible. For those using their own cars, the INPPRF is only
liable for them if they are validly insured. |
| 68.4 Passengers must be listed by name in the claim for expenses.
|
| 68.5 Flights must be Economy-Class is only permissible for
Executive Committee Members, Sub-Committee Members or Designated
Members. The First Founder Member, President and the Secretary-General
will be allowed to travel in the First-Class. |
| 68.6 The cheapest form of transport should be chosen in all
cases. |
| ART. 69 Overnight money. |
| Claims for overnight stays should be for the actual cost,
overnight costs of more than 120 $US per night must be permitted
by the President/Secretary-General. Receipt must be shown. Without
a receipt up to 40 $US night can be claimed. |
| ART. 70 Pocket money |
| Pocket money can be claimed without presentation of receipts
: 50 $US per day. |
| ART. 71 ADDITIONAL EXPENSES |
| 71.1 Special expense necessary to reach a destination can
only be claimed on presentation of original receipts. |
| 71.2 The use of taxis is only permissible if necessary, will
be allowed. |
| 71.3 Expenses cannot be claimed for food and drink. Only
in exceptional cases can permission be obtained from the President/Secretary-General
beforehand. |
| Section-U Appendix |
| PART : 12 STANDING ORDER OF THE INPPRF FOR THE EXECUTIVE
COMMITTEE AND THE INPPRF OFFICE |
| ART. 72 Legal basis |
| Legal basis for the work of the Executive Committee and the
INPPRF office are the constitution and rules of the INPPRF,
as well as the laws applying to Forums of the country in which
the INPPRF has its headquarters. |
| ART. 73 Working guidelines |
| The Executive Committee of the INPPRF, as agent of the Forums,
and the INPPRF office, as its subsidiary agent, fulfill their
obligations according to the : |
| 73.1 Articles of the constitution |
| 73.2 Resolutions of the Delegates' Conference and the Technical
Commission, |
| 73.3 Rules for the different subject areas, constitutionally
passed by the Delegates' Conference, |
| 73.4 Programme of functions and duties. |
| The members of the Executive Committee can use the INPPRF
office in order to fulfill the duties assigned to them, the
office is run by the Secretary-General, who can appoint an Executive
Secretary/Secretaries or as required staff to work in an honorary
capacity or salary basis. |
| ART. 74 The passing of resolutions and the rights of appeal.
|
| The appropriate articles of the constitution apply |
| ART. 75 Allocation of work |
| The work of the Executive Committee and the INPPRF office
should be allocated to the appropriate areas or the INPPRF office,
according to the programme of functions and duties. |
| ART. 76 The Signature |
| The signature of those power of authority are determined at
the beginning of each period of office, according to Articles
22 of the Constitution. |
| Section-V PROGRAMME OF FUNCTIONS AND DUTIES. |
| The INPPRF Executive Committee lays down the following guidelines
: |
| The members of the Executive Committee are responsible for
the following duties : |
| ART. 77 President |
| 77.1 The President shall be elected by the Delegate' Conference
on in a special circumstances arisen the First Founder Member
can also appoints President and other Executive Members. |
| 77.2 The President shall convene and chairing of the Delegates'
Conference and the meetings of the Executive Committee. |
| 77.3 Co-ordination of the work of the Executive Committee,
and between it and the INPPRF Office. |
| ART. 78 Vice-President |
| 78.1 Representing the President if he is unable to appear.
|
| 78.2 The functions and duties of the Vice-President in the
absence of the President, Vice-President shall be elected the
Chairperson who shall exercise all the powers of the President.
|
| ART. 79 Secretary-General |
| 79.1 The Secretary-General shall be elected by the Delegates'
Conference not necessarily from among the members. |
| 79.2 The Secretary-General shall convene and attend all the
meetings of Executive Committee and Delegates' Conference and
Sub-Committees. |
| 79.3 The Secretary-General shall act under the direction of
the Executive Committee and shall correspondence of the Forum
and Peace Movements/Sports Organizations and transact all the
official business of the Executive Committee. |
| 79.4 The Secretary-General shall be in-charge to the properties
of the Forum including correspondence, files, minute books materials
belonging to the Forum and shall maintain an inventory of the
same. |
| 79.5 The Secretary-General shall submit the annual report
and other belonging to the Delegates' Conference of the INPPRF
at its Conference. |
| 79.6 Advising the Executive Committee in questions of public
relations. |
| 79.7 Establishing and maintaining relations with the World
Media in the widest sense. |
| 79.8 Carrying out public relations work in co-ordination with
the Executive Committee. |
| 79.9 The keeping out of an INPPRF Photo archive. |
| 79.10 Gathering arrangement and continuous compilation of
information about public relations work in the member organizations. |
| 79.11 The Secretary-General shall keep contact with Nobel
Foundation and its Committees, International Peace Movements/International
Sports Organizations and National Nobel Peace Prize Recommendation
Forum for better co-ordination. |
| 79.12 The functions and duties of the Secretary-General contained
in the rules for finances. |
| 79.13 It keeps the records of the INPPRF. |
| 79.14 In enacts, in the form it deems most appropriate, all
regulations (codes, rulings, norms, guidelines, guides, instructions)
necessary to ensure the proper implementation of the INPPRF
Constitution and the organization of the World Peace Movements/World
Sports Organizations. |
| 79.15 The Secretary-General set-up permanent commissions and
working groups when necessary, establishes their tasks and designates
their members. He determines their dissolution when they have
fulfilled their mandates. |
| ART. 80 Director General |
| 80.1 Chairing the meetings of the Technical Commission. |
| 80.2 Preparation and supervision of Nobel Peace Prize & Noble
Sports Prize Recommendation Procedures designed by the INPPRF,
where necessary in co-operation with the other Forums or the
person appointed for the purpose. |
| 80.3 Supervision of nominations within the framework
of the existing regulations. |
| 80.4 Drawing up and supervision of the INPPRF Calendar. |
| ART. 81 The Director (Physics) |
| 81.1 Chairing the meetings of the Sub-Technical Commission. |

with the other Forums or the person appointed for the purpose.
|
| 87.3 Supervision of nominations within the framework
of the existing regulations. |
| 87.3 Noble Sports Prize award has been designed by the INPPRF
and will be awarded every year amongst Sports Players, Sports
Organizations/Sports Personalities etc. |
| ART. 88 Treasurer |
| The Treasurer shall have the following duties and unction:-
|
| 88.1 To be responsible for the funds of the Forum. |
| 88.2 To receive all collections from persons authorized to
receive on behalf of the Forum. |
| 88.3 To make all payments, which will from time to time be
sanctioned by the Governing Body. |
| 88.4 To keep to the notice of the Executive Committee any
irregularities in receipt of the expenditure in proper books
of accounts. |
| 88.5 To bring to the notice of the Executive Committee any
irregularities in receipt of the expenditures of Forum money.
|
| 88.6 To operate a joint Bank Account in a Nationalized Bank
with the joint Signatures of the President or Secretary General
any one and deposit funds, keeping petty cash of Rs. 50,000.00
(Rupees Fifty Thousands or more) with the office. |
| 88.7 To help the Auditor in all possible ways in auditing
the accounts of the Forum and to explain him such items, entries
or mode of accounting adopted for which explanations may be
called for. |
| 88.8 To submit the audited statement of accounts of the Forum
at the Delegates' Conference of the Forum. |
| ART. 89 Executive Committee Members |
| 89.1 The Executive Committee Members shall be elected by
the Delegates' Conference from each representing one Continent.
|
| 89.2 The Secretary General can also appoint Executive Committee
members for the period of the next Delegates' Conference or
Extraordinary Delegates Conference for the larger interest of
the INPPRF. |
| ART. 90 Coming into force |
| These guidelines come into force with passing the Executive's
special meeting at Headquarter of International Non-Olympic
Committee-INOC in Lucknow, India, September 20th 2004. |
